Copyright exception legislation for text mining

The Government has today laid before Parliament the final draft of the Exceptions to Copyright regulations.
The new regulations introduce a number of small but important changes to copyright law to make it better suited for the digital age, including greater freedom in copyright law to allow third parties to use copyright works for a variety of economically and/or socially valuable purposes without the need to seek permission from copyright owners. Importantly, the alterations will mean that text mining researchers will no longer infringe copyright if they analyse copyrighted material, to which they have lawful access, for the purposes of non-commercial research.
Parliament must now consider the regulations, which will be subject to affirmative resolution in both Houses. If approved, the regulations will come into force on 1 June 2014.
